Patricia Hawrot was sworn in as Clerk-Treasurer on January 1, 2008, and is now in her third term as Clerk-Treasurer. She has earned her Indiana Accredited Municipal Clerk designation with the Indiana League of Municipal Clerks & Treasurers and her Certified Municipal Clerk Designation with the International Institute of Municipal Clerks. Pat graduated from Leadership Northwest Indiana in December 2013 LNI Class 34. In June of 2014, Pat completed the work and earned the title of Master Municipal Clerk. Pat is a member of the International League of Municipal Clerks and Treasurers, The Indiana League of Municipal Clerks and Treasurers and the Association of Public Treasurers, the Dyer Lady Lions Club, and Pat also serves on the Indiana League of Municipal Clerks & Treasurers Education Committee.
Duties of the Office of Clerk-Treasurer
The Clerk-Treasurer is the town financial manager with many responsibilities that impact the well-being of local government.
The Clerk-Treasurer is a key official in local government. No other elected position is specifically defined by law as the duties of the Clerk-Treasurer. IC 36-5-6-6
Clerk to the Town Council and Boards and Commissions.
Prepare Resolutions and Ordinances for Council approval.
Record and transcribe Council meeting minutes.
The Clerk-Treasurer is the official custodian of Town records.
Safe guards all official Town records i.e. bonds, contracts, minutes, correspondence
Keep employee service records and personnel files
All legal Notices
Member of the Police Pension Board
Administer all town municipal & utility funds
Bond Records and Payments
Preparation of the Annual Financial Report
Transfer of Funds
Federal & State Audits
Preparation & certification of Payment of Claim Vouchers
Maintain a Capital Asset Ledger
Liability Insurance & Accident Reports
Receipt monies from police & court fines, park & recreation revenues, state and county distributions, daily utility revenue
All town monies are receipted by clerk
Taxes & Other Revenue:
Property tax, financial institution tax, license excess tax
Alcohol Beverage Tax, ABC Gallonage Tax
Local Road & Street State Distributions
Franchise Fee Revenues
Water, Waste Water & Storm Water utility fees
Scavenger service fees
Rental registration fees
Prepare and distribute payroll
Taxes & other withholdings
Issue vendor 1099 tax forms
